The Postgraduate Board views academic degrees not as vocational training certificates but as evidence of extensive training in research methods, independent studies, and learning articulation. Therefore, applicants who already have an academic bachelor degree must be able to pursue new subject matter at an advanced level without the need to register in a related or similar graduate program.
The program can consider students for additional academic masters degrees or professional masters only if additional degrees are in very different fields.
Applicants who are admitted to a doctoral program that requires a master's degree to be admitted to Berkeley as a prerequisite (even though applicants already have a master's degree from another institution in the same field of study or close ally) will be permitted to do the second master's degree, even though it overlaps in the field.
The Postgraduate Division will accept students for the second doctoral degree only if they meet the following guidelines:
Applicants can apply only to one single degree program or one concurrent degree program per admission cycle.
Each applicant who was previously registered with Berkeley as a graduate student, no matter how short, must submit a request for re-acceptance, not acceptance, even if the new application is for a different program.

Minimum Requirements for Admission. The following minimum requirements apply to all postgraduate programs and will be verified by the Postgraduate Division:- Bachelor degree or equivalent recognized from an accredited institution;
- Average points B or better (3.0);
- If the applicant is from a country or political entity (for example, Quebec) where English is not an official language, English language proficiency is sufficient to do postgraduate work, as evidenced by a TOEFL score of at least 90 on the iBT test, 570 on paper-and-test pencils, 230 on computer-based tests, or a minimum IELTS Band score of 7 (note that individual programs can set higher levels for all of these); and
- Undergraduate training that is sufficient to carry out postgraduate work in a given field.

- Applicants with a doctoral degree can be accepted for additional doctoral degrees only if the degree program in the general knowledge field is clearly different from the field in which they obtain their original degree. For example, PhD physics can be accepted into a doctoral degree program in music or history; However, a student with a doctorate in mathematics will not be allowed to add a PhD in statistics.
- Applicants holding PhD degrees can be accepted into professional doctorates or professional master's degree programs if there is no training duplication involved.

Documents Required for Applications
- Transcripts: Applicants can upload unofficial transcripts with your application for the department's initial review. If applicants are accepted, then official transcripts from all college level work will be needed. Applicants accepted must request the latest transcripts from each of the post-secondary schools attended, including community academies, summer sessions, and extension programs. Official transcripts must be in a sealed envelope as issued by the school attended.
- If you have attended Berkeley, upload your unofficial transcript with your application for the department's initial review. If you are accepted, official transcripts with proof of level conferences will not be needed.
- Letter of recommendation: Applicants can request letters of recommendation online through the online application system. A hard copy of the recommendation letter must be sent directly to the program, not to the Postgraduate Division.
- Proof of English language proficiency: All applicants from countries or political entities where official language is not English is required to submit official proof of English proficiency. This applies to applicants from Bangladesh, Burma, Nepal, India, Pakistan, Latin America, Middle East, People's Republic of China, Taiwan, Japan, Korea, Southeast Asia, most European countries, and Quebec (Canada). However, applicants who, at the time of applying, have completed at least one year of full-time academic work with a grade B or better at a US university can send an official transcript from a US university to fulfill this requirement. The following courses will not meet these requirements: 1) courses in English as a Second Language, 2) courses conducted in languages other than English, 3) programs that will be completed after the application is submitted, and 4) non-academic academic study programs . If applicants were previously refused entry to Berkeley based on their English language skills, they must submit a new test score that meets the current minimum of one of the standard tests.
